Abstract

Abstract

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available-and the most effective ways in which the toolkit can be adapted-to maximize the well-being of refugees, host countries, and the people in Syria.

Abstract

Can the international community enable conditions for voluntary, safe and sustainable return of displaced people As conflict is key in the decision to leave and to return, this paper investigates whether the deployment of UN peacekeeping operations can reduce the insecurities driving displacement and delaying return. It explores the case of South Sudan, which hosts the second largest UN peace operation in the world. It combines information on peacekeepers' subnational deployment with data on individuals' intention to move and host communities' perceptions of returnees and internally displaced people (IDPs) using two surveys, one carried out between 2015 and 2017 and one in 2018. To mitigate concerns about non-random subnational assignment of peacekeepers, the paper exploits variations in the presence of previous infrastructures and information on the total supply of troops to African countries from each troop-contributing country. The paper finds that UN peacekeeping affects both the magnitude and the quality of return. Displaced people are more likely to return home if peacekeepers are deployed in their county of destination. At the same time, the local presence of peacekeepers mitigates host communities' negative perception of IDPs; they also enable the delivery of support to communities that seem to improve attitudes toward returnees and IDPs.

Abstract

Decades of conflict have contributed to high flows of internal displacement in Iraq. The incidence of these flows on the welfare of internally displaced persons is not well understood. This paper attempts to fill this gap in the literature by investigating the link between internal displacement and multidimensional poverty, using one of the most comprehensive household surveys for poverty analysis in Iraq. The results show crucial differences between internally displaced and non-displaced households with respect to multidimensional poverty. Furthermore, instrumental variable regression analysis suggests that the relationship is causal, that is, the probabilities of multidimensional and monetary poverty are higher because of internal displacement.

Abstract

On any given night, 105,000 Australians are homeless and without safe, secure or affordable housing. Every day, more than half the people who request immediate accommodation from homelessness services are turned away. Homelessness has profound effects on various groups in society including families, young people, women escaping domestic violence, indigenous Australians, and people with substance abuse and mental health problems. Homelessness results in social and economic costs to individuals, families, communities and the nation. How is homelessness currently defined and how are homeless people counted? Who are the homeless and how can they be housed? This book presents a current overview of the plight of Australia's homeless, exploring their unmet needs and strategies to address the entrenched problem of homelessness.

Abstract

"Queer South Rising: Voices of a Contested Place is a collection of essays about the South by people who identify as both Southern and queer. The collection's name hints at the provocative nature of its contents: placing Queer and South side-by-side challenges readers to think about each word differently. The idea that a queer South might rise undermines the Battle Cry of "The South's Gonna rise Again!" embedded in the collective memory of a conservative South. This rising does not refer to a kind of Enlightenment transcendence where the region achieves some sort of distinctive prominence. It suggests instead ruptures, like furrows in a plowed field where seeds are sown. The rising Whitlock envisions is akin to breaking and turning over meanings of Southern place. The title further serves to remind readers of the complexities of the place as it calls into question notions of a universal, homogenous LGBT, queer, identity. Queer South Rising is the first truly interdisciplinary collection of essays on the South and queerness that deliberately aims for multiple approaches to the topics. This collection is intended for a wide audience of "regular" folks. Essays explore multiple intersections of Southern place--religion, politics, sexuality, race, education--that transcend regional boundaries. This book counters conventional scholarly texts; it invites all readers interested in the South and queer themes to engage with the narratives it holds--and perhaps question their assumptions. Whitlock has sought, in collecting these essays, to seek out a diverse group of authors--across disciplines, professions, and interests--to shatter perceptions about a nostalgic, romanticized Southern culture in general."--Publsiher's description.
